Horizontal Line During Playback

I just started getting this horizontal line that creeps vertically, from bottom of the screen to the top i believe. The portion of the video on top of the line seems to be shifted left (or right?) a few pixels as well. I think this came about when messing with the i3 onboard intel drivers trying to get dual-monitor to work (projector on HDMI via AVR and PC monitor via VGA plug) with HDMI audio (still no success there... but that's for a different thread) and messing with other settings to get smoother graphics ( I was getting some sort of stuttering artifacts during fast screens). I have no idea now what setting may have caused this vertical line... any ideas based on what i've been messing with?

I can choose 59 or 60 I believe. I put it to 60 (the higher the better theory??) but tried 59 and it didn't seem to go away. How does one determine the best refresh rate for video from the onboard biostar/i3 system?

using the [x] SUGGESTED settings may fix this
