Make install less intrusive.

Hello, every time I happen to install/upgrade W7C, I seem to find the Bing Toolbar installed and have to manually uninstall it each time with Revo Uninstaller.

It's getting ridiculously annoying, especially without user consent, and also no way to opt-in/out during the install process.
