disabled AV, checked logs as well, no changes or anything in the log, checked event viewer, nothing

UAC is disabled yeah, however, tested with it on, still same error

After restoring UAC to the Default setting, you need to reboot and then test.
I'm betting this is where your issue is coming from.

If you want to disable UAC, do it AFTER setting up the codecs.
