Stuttering video/streaming with ATI Radeon 7000 video card

I run the Standard Codecs on several PC's. GPU's are Nvidia and Intel. However, on one PC which has an ATI Radeon 7000 card, movie video stutters slightly when playing through WMP and streaming video constantly stutters. The same movies and streaming videos play fine on the Nvidia & Intel. I even tried the Klite codecs (Sorry) with the same result. Is there a setting in the codec or in the Catalyst Control Panel that may help this? Only other solution would be to get rid of the ATI card. Thanks for any help.

ATI Radeon 7000 card

The card is 20 years old. Need I say more?

Yes, but I'm only using it for video. I believe my other PC's video cards are nearly that old also. And the streaming video is like I've got a slow internet connection, buffering. Strange?

Streaming does not use DirectShow codecs. (my codec packs)

Streaming uses browser and/or Operating System supplied codecs which are based on Media Foundation.
