Try changing the Display resolution.

I am currently at 2560x1600. It didn't matter before what resolution I launched shark007 64-bit settings at, has this changed?
EDIT: I am running a multi display setup
EDIT2: Switched to 1440p, no difference in the settings app

Close the Application.
Go to C:\ProgramData and delete the Shark007 Folder.
Try again.

I have seen this before. It does have to do with the multi-monitor system.
Have you tried dragging it to a different screen?

I've released an updated application to deal with your issue, v18.8.1.1
To install it manually, with the GUI closed
Doubleclick .\Tools\AutoUpdate.exe and it will install it
To verify it installed, just hover the main executable, \Tools\Settings64_portable.exe and check the version.

In an effort to give meaningful feedback, I did the following:
- unplugged all displays
- restarted
- updated
- ran it from Launcher64.exe
no luck
