In TOOLS > DEBUG, if you select a file and press Enter, File Explorer opens in the background, behind the Icaros window, not above it.

I still can't reproduce this behavior. File Explorer always opens on top of any other window incl. Icaros whenever I press Enter.
Is this on Windows 10?
Yes. Windows 10 Home 20H2 (19042.928).
